Abstract
भारत विश्व का सबसे बड़ा लोकतांत्रिक राष्ट्र है, जहाँ राष्ट्रीय सुरक्षा, संवैधानिक शासन तथा लोकतांत्रिक मूल्यों के मध्य संतुलन स्थापित करना शासन-व्यवस्था की प्रमुख चुनौती रहा है। स्वतंत्रता प्राप्ति के पश्चात निर्मित भारतीय संविधान ने जहाँ नागरिकों को व्यापक मौलिक अधिकार प्रदान किए, वहीं राष्ट्र की संप्रभुता, एकता, अखंडता तथा सुरक्षा को सर्वोच्च संवैधानिक प्राथमिकता भी दी। बदलती वैश्विक भू-राजनीति, सीमा-पार आतंकवाद, साइबर युद्ध, सूचना युद्ध, उग्रवाद तथा आंतरिक सुरक्षा की चुनौतियों ने राष्ट्रीय सुरक्षा की अवधारणा को पारंपरिक सैन्य दृष्टिकोण से आगे बढ़ाकर बहुआयामी स्वरूप प्रदान किया है। ऐसे परिवेश में लोकतांत्रिक मूल्यों, मानवाधिकारों तथा राष्ट्रीय सुरक्षा के मध्य संतुलन स्थापित करना भारतीय राज्य की संवैधानिक जिम्मेदारी है। प्रस्तुत शोध आलेख में भारतीय संविधान के सुरक्षा संबंधी प्रावधानों, लोकतांत्रिक मूल्यों तथा स्वतंत्रता के पश्चात विकसित राष्ट्रीय सुरक्षा व्यवस्था का ऐतिहासिक एवं विश्लेषणात्मक अध्ययन किया गया है। India is the world’s largest democratic nation, where maintaining a balance among national security, constitutional governance, and democratic values has remained a major challenge for the system of governance. The Constitution of India, framed after independence, not only granted citizens a wide range of fundamental rights but also accorded the highest constitutional priority to the sovereignty, unity, integrity, and security of the nation. Changing global geopolitics, cross-border terrorism, cyber warfare, information warfare, extremism, and internal security challenges have expanded the concept of national security beyond the traditional military perspective and given it a multidimensional character. In such a context, maintaining a balance among democratic values, human rights, and national security is a constitutional responsibility of the Indian state. This research article presents a historical and analytical study of the security-related provisions of the Indian Constitution, democratic values, and the national security framework developed in India after independence.
